Integrator Statutory Manual
California SB 253 & Integrator Assurance Protocol
Scope of the Climate Corporate Data Accountability Act
California SB 253 imposes non-negotiable emissions-disclosure obligations on covered entities operating within the state. Integrated IoT platforms, utility networks, and telemetry infrastructure providers are positioned to absorb this obligation on behalf of their client portfolios by embedding a compliant verification protocol into their existing service layer:
- Scope 1 & 2 Ingestion: Direct operational emissions and indirect utility-consumption metrics for every downstream client entity must be verified on an annual cadence.
- Scope 3 Ingestion: Complete supply-chain telemetry across each client's value chain must be surfaced on independently verifiable compliance ledgers.
Third-Party Audit & Reasonable Assurance Pipeline
SB 253 mandates a hard transition to legal-grade Reasonable Assurance. The 137 Core protocol equips integrator partners with the boundary-level verification substrate their auditor-facing product surface requires:
- Scoped Read-Only Access Keys: Third-party auditing bodies engaged by the integrator's clients receive read-only access keys, scoped to the partner's ledger surface, time-limited and revocable.
- Automated Reconciliation: The physical write-once storage record and the partner's ledger copies are compared automatically, and any difference is reported, reducing manual reconciliation effort.
